The last and final step in an adoption is the legal process which with finality completes the process. As you can imagine, all of the work and proofs must be submitted to the Court in advance of the hearing date. Assuming everything is in order, a hearing date is scheduled and the adoptive parents and child or children appear in Court for finalization of the legal process. The hearing is before a judge.
